The organization has experience in performing the following activities:
1. Prepared analysis in connection with participation in the implementation of project RO-BG-420 "MEMOFISH -
Memory and future, stories about the Danube civilization" under the program INTERREG V-A Romania-Bulgaria 2014-2020, with leading partner/beneficiary Bulgarian-Romanian trade- industrial palace.
Implementation period: 2020
Description and results:
The analysis carried out by NIKN is related to expertise for quality control of activities and products, through
tracking, feedback and compliance verification, including:
- strategic documents that cover the entire Romania-Bulgaria cross-border area: "Common policy for the protection,
development and utilization of the heritage of fishing communities" and "Culture matters - cross-border cooperation for the management of cultural heritage";
- new tourism products created.
The performed activity of the project is
similar to the activity envisaged in the current project, related to the
analysis of strategic documents, monitoring of policies, personalized
consultations for public authorities and enterprises to stimulate the process
of applying green innovative technologies in public services
2. A study was carried out and a report prepared in connection with the implementation of the activity "Employment
and Labor Mobility Study" under project 16.4.2.098 "VISA - Agency for Cross-Border Labor Mobility", financed under the Cross-Border Cooperation Program INTERREG V-A Romania-Bulgaria 2014-2020 , with leading partner/beneficiary
Bulgarian-Romanian Chamber of Commerce and Industry.
Implementation period: 2017-2019.
Description and results:
The study carried out by NIKN is about the employment policy and labor mobility in the cross-border region Romania-Bulgaria,
focusing on the problems and prospects for employment and labor mobility,
including:
• study of long-term prospects taking into account trends in economic development and changes in the labor market;
• identification of the main obstacles, needs and requirements that hinder labor mobility and the increase of regional
employment;
• collection, summarization and analysis of data;
• providing a study report.
The activity carried out under the project is similar to the activity envisaged in the present project, related to the
analysis of normative acts and strategic documents, monitoring of policies, preparation of a research report.
3. Conducted "Study of the internal normative acts and strategic documents related to the development of social entrepreneurship in the municipality of Pavel Banya." - Service provided to "Ravyans" OOD
Implementation period: 2020-2021
Description and results:
The contracting authority develops economic activity in the village of Gorno Sahrane, municipality of Pavel Banya
with an emphasis on agriculture. Taking into account the socio-economic environment and the trends of the labor market in the region, commissioned NIKN to study the prospects for the development of the company in the field of social
entrepreneurship as an employer through the Analysis of the internal normative acts and strategic documents related to the development of social entrepreneurship in the municipality of Pavel Banya to the moment of assignment
and prospects for attracted funding, planned measures and programs to promote employment or other incentives to support this type of activity.
The study covered five main aspects:
1. Analysis of regional normative

enterprises
5. Requirements, specific features,
benefits and prospects for workers engaged in social enterprises
4. Experience exchange activities under project 2.9c.09 "AGRY-ABILITY" funded under the Interreg VA
Cooperation Program "Greece-Bulgaria 2014-2020", with lead partner/beneficiary Association for People with Kinetic Disabilities and
Friends "Perpato".

Description and results:
Participation in exchange of experience
activities in connection with seminars and field exercises for training and
development of social entrepreneurship skills of people with disabilities in
rural areas:
1. Virtual cross-border visits for know-how exchange in the social enterprises of the Bulgarian-Greek region;
2. Online participation of people with disabilities from Bulgaria in a virtual laboratory.
The participation in the activities for the exchange of experience by NIKN is similar to the training and transfer of
expertise in cross-border exchange provided for in the present proposal.
5. Developed Plan for sustainability and gaining experience in cooperation with other civil organizations from other
countries. NIKN is a beneficiary of Technical Assistance for the development of
projects of the Active Citizens Bulgaria Fund under the FM of the EEA 2014-2021
- implementation of an initiative that contributes to strengthening the
cooperation between NGOs in Bulgaria and organizations from Iceland,
Liechtenstein and Norway. The aim of the initiative is to reduce economic and
social disparities by applying various mechanisms and strengthening bilateral
relations between the beneficiary countries and the donor countries.
Implementation period: 2018-2019.
Description and results:
Within the framework of the project, activities aimed at creating contacts and partnerships (networking),
exchange, sharing and transfer of knowledge, technologies, experience and good
practices were carried out with the aim of achieving concrete results for the
bilateral cooperation between eligible organizations from Bulgaria and
organizations from the donor countries - Iceland, Liechtenstein and Norway, as
well as international organizations. Developed Sustainability Plan and measures
for publicity and dissemination of results.
6. NIKN is a Beneficiary under Project No. BG05SFOP001-2.025-0220 entitled
"The independent monitoring of the transparency and effectiveness of the
process of formulation and implementation of policies and legislation at the
local level continues - more municipalities covered, different policies
investigated" financed under the Operational Program " GOOD
GOVERNANCE" (OPDU), Procedure No. BG05SFOP001-2.025 for the provision of
non-grant financial assistance "Increasing citizen participation in the
processes of implementation and monitoring of policies and legislation"
Implementation period: 2023
Description and results:
1. A study was conducted and a report prepared regarding the readiness of the
municipalities to be included as target groups in the monitoring of the
transparency and effectiveness of the process of formulating and implementing
policies and legislation at the local level. An analysis of the internal
regulations and strategic documents in 4 selected municipalities was made and a
report prepared
2. Development of a methodology for independent monitoring of transparency in the
implementation of policies and legislation at the local level.
3. Training of experts to work with the developed methodology.
4. Practical application of the available methodology for independent monitoring of the
transparency and effectiveness of the process of formulating and implementing
policies and legislation at the local level.
5. Identification of opportunities for improving the transparency and efficiency of the process
of formation, implementation and monitoring of selected municipal policies in 4
investigated municipalities.
6. Preparation and presentation of recommendations aimed at the opportunities to improve the
administrative service and/or the regulatory environment in the respective
municipality sent to each of the surveyed municipalities.
NIKN exercises control or civil monitoring of selected municipalities
according to the legally regulated procedure.
The policies for which the provision of art. 17, para. 1 of the Law on
Local Self-Government and Local Administration has expressly granted the right
to local self-government, jointly built citizens and their elected bodies to
independently decide all issues of local importance, are:
• municipal property, municipal enterprises, municipal finances, taxes and
fees, municipal administration;
• the organization and development of the territory of the municipality and
its settlements;
• education;
• healthcare;
• culture;
• improvement and communal activities;
• social services;
• environmental protection and rational use of natural resources;
• the maintenance and protection of cultural, historical and architectural
monuments;
• the development of sports, recreation and tourism;
• disaster protection.
Specifically, for the purposes of the present activity, the following
policies were selected: 1) social services and 2) environmental protection.
For each of the 4
municipalities, the indicators developed from the methodology were applied in
relation to each of the two selected policies. In this way, the results of the
performed monitoring of the performance of the 4 municipal administrations
regarding the implementation of the two selected policies outline a relatively
generalized picture in the direction of transparency, efficiency and
accountability. On this basis, the corresponding recommendations to the
municipalities related to the process of formation, implementation and
monitoring of policies were formulated.
